Scope 3 emissions are broader indirect emissions occurring along an entity's value chain, such as those from travel or consumer activities. The study is intended to provide a comprehensive understanding of these emissions, identify opportunities for reduction across various sectors, and inform the State's efforts to combat climate change and achieve its net-zero goals, with the findings and any legislative proposals to be reported to the Legislature by early 2025.
