This bill moves the responsibility for collecting the electric and hybrid vehicle fee from the Department of Revenue to the Office of Motor Vehicles. The bill sets the fee for electric vehicles at $110 per year and for hybrid vehicles at $60 per year. The bill also authorizes the Commissioner of the Office of Motor Vehicles to collect the fee at the same time as the vehicle registration tax and to promulgate rules for the collection and administration of the fee. The bill applies to vehicles subject to the registration license tax on or after January 1, 2026, and the responsibility for collection and oversight will transfer from the Department of Revenue to the Office of Motor Vehicles on that date.
