AI Summary
This bill amends and reenacts various provisions of Louisiana law related to industrial and consumable hemp. Key changes include:
1) Recognizing industrial hemp as an agricultural commodity for industrial uses like construction, and intending to protect public health by prohibiting the production and sale of recreational adult-use intoxicating substances derived from industrial hemp.
2) Extending the annual reporting requirement on the state's industrial hemp program from 4 to 8 years.
3) Modifying the definition of "consumable hemp product" to exclude products containing any THC and include commercial feed and pet products.
4) Prohibiting the sale of hemp for inhalation or any hemp floral material, except for hemp rolling papers.
5) Requiring consumable hemp products to contain no THC and meet certain labeling and testing requirements before being approved for sale in Louisiana.
The bill also repeals two existing provisions related to consumable hemp products.
