This bill bans state purchases of single-serving plastic water bottles, except for safety, health, or emergency situations. It requires state funds to be used to lease or purchase electric vehicles and renewable energy efficient technologies for use on state property. The bill sets targets for the state's light-duty fleet to consist of 45% or more zero-emission vehicles by 2030 and for the installation of at least 200 electric vehicle charging stations at state-owned properties by 2030. The bill also mandates the use of biodegradable and compostable materials in state building cafeterias, the use of recycling and compost programs in all state agencies by 2026, and the reporting of related data to the state's Executive Climate Change Coordinating Council, legislature, and governor annually.
