This bill establishes the Compost Fund to provide grants to the Rhode Island Department of Environmental Management to assist with the costs of developing, implementing, or expanding equipment, infrastructure, and education related to reducing solid waste, surplus food rescue, shell recovery, compost production, and minimizing illegal dumping. The bill also imposes a $2 per ton solid waste disposal surcharge, to be collected by refuse disposal facilities and deposited into the Compost Fund. The bill requires the Department of Environmental Management to report annually on the grants awarded and their impact, and to recommend adjustments to the surcharge every five years. The bill takes effect on January 1, 2025.
