This bill: - Amends the qualifications for members of the Regulatory Commission of Alaska to require at least 5 years of experience in the relevant field in addition to the educational requirements. - Allows the Regulatory Commission of Alaska to consider certain factors, such as increasing supply diversity, promoting load growth, and enhancing reliability or energy security, when determining if an electric utility's rate is just and reasonable. - Establishes new governance and oversight requirements for the electric reliability organization, including the creation of independent, balanced stakeholder, or combination boards, and the inclusion of non-voting members from the Regulatory Commission of Alaska and the Attorney General's office. - Expands the powers and duties of the Alaska Energy Authority, including the ability to acquire battery energy storage systems and the establishment of a new Railbelt Transmission Organization to oversee and manage the backbone transmission system in the Railbelt region. - Provides transition provisions to implement the new requirements, including the development of an agreement between the Alaska Energy Authority and Railbelt utilities and the initial development of an integrated transmission plan.
