This bill makes several changes to child care center definitions and provisions in Minnesota: 1. It amends the definition of "substitute" to be a person at least 16 years old who does not work a set or consistent schedule due to the absence of a regularly employed staff person. 2. It establishes new qualifications for child care center directors, including education and experience requirements based on the director's credential. 3. It sets forth qualifications for child care center staff, including a requirement that staff be at least 16 years old and complete training under section 245A.40. 4. It codifies child care center staff-to-child ratios and maximum group sizes for different age categories, as well as rules for grouping children of different ages. 5. It directs the Commissioner of Human Services to amend certain child care center record-keeping and health requirements. 6. It repeals several existing Minnesota Rules related to child care center director, teacher, assistant teacher, and aide qualifications.
