This bill would provide that mobile and manufactured homes be included as affordable housing under certain conditions. Specifically, the bill defines mobile and manufactured homes as affordable housing if the home is the primary residence of the occupant(s), the land or community is owned by the occupant(s), the home was constructed after June 15, 1976, and it complies with federal housing standards. These units would count as one-half of a unit towards the municipality's requirement for low- or moderate-income housing, as long as the municipality contracts with a monitoring agent to verify the requirements are met. The bill also provides other updates to the definitions and requirements related to affordable housing in Rhode Island.
