This bill amends Minnesota Statutes to recommend school counselor-to-student ratios and establish the duties of school counselors. The bill encourages school districts to have a ratio of one school counselor for every 250 students in prekindergarten through grade 12. It also specifies the services that school counselors must provide, including academic planning, classroom instruction, individual and group counseling, referrals to community resources, collaboration with stakeholders, and data analysis. The bill also encourages school districts to ensure that school counselors spend at least 80% of their time providing direct services to students. The provisions of this bill will take effect on July 1, 2024.
