This bill: 1. Establishes the Electric Vehicle Infrastructure Coordinating Council to assess and report on strategies and plans for the affordable, equitable, accessible, and reliable integration of electric vehicles into Connecticut's transportation network. 2. Revises the Connecticut Hydrogen and Electric Automobile Purchase Rebate program to increase the rebate amount for residents of environmental justice communities and expand the program to include rebates for electric bicycles. 3. Authorizes the state to issue up to $10 million in bonds to provide grants to municipal electric utilities for electric vehicle charging infrastructure in environmental justice communities, incentives and rebates for electric and hybrid vehicles and charging infrastructure, and incentives for charging infrastructure in public rights-of-way. 4. Requires electric distribution companies to charge residential customers the same rate for electricity provided to their separately metered level 2 electric vehicle chargers, if the charger is available for residential use and located in a multifamily or multiuse building where residential use is at least 50% of the metered energy. 5. Directs the Commissioner of Transportation to study and make recommendations on expanding mobility options in rural communities.
