This bill establishes requirements for conducting a transportation cumulative impacts analysis for major highway projects located in or near environmental justice areas. The analysis must consider the impacts of past and current transportation pollutants on the environment and health of residents in the affected area. If the analysis determines that the project would have substantial adverse cumulative impacts, the applicable entity (the transportation commissioner or a metropolitan planning organization) must either alter the project, enter into a community benefit agreement, or halt the project's development. The bill also requires public meetings and outreach to the affected community and directs the commissioner to establish policies for the community benefit agreements.
