This bill amends Title 42 of the Pennsylvania Consolidated Statutes to prohibit issuing authorities from releasing defendants on their own recognizance or unsecured monetary conditions if the defendant is considered a "person posing a threat to public safety." The bill defines this term to include individuals charged with certain violent crimes or drug offenses involving large quantities of fentanyl, as well as those on federal homeland security watchlists. The bill also allows arresting officers to detain such individuals until they can be brought before an issuing authority and gives issuing authorities the authority to deny bail if they determine no conditions would reasonably ensure public safety.
