This bill aims to improve outdoor and indoor air quality for communities burdened by pollution. It directs the Department of Environmental Protection, in consultation with other state agencies, to convene a technical advisory committee. The committee will identify communities with high exposure to toxic air contaminants and criteria pollutants, including ultrafine particles, and establish definitions for "air quality" and "air quality target pollutants." By June 2025, the Department must install and operate air monitors in at least 8 air pollution hotspots or corridors to measure black carbon, nitrogen oxides, and ultrafine particulate matter. The Department will also work with residents from environmental justice populations to conduct participatory action research using mobile air sensors. By June 2026, the Department must report the committee's findings, including baseline air quality levels and recommendations to reduce air pollution in those identified locations by 50% below the baseline by December 2030.
