This bill amends the existing Minnesota law on water appropriation allocation priorities. The key changes are: (1) expanding the first priority to include use at hospitals, nursing homes, schools, child care facilities, colleges, and universities, in addition to domestic water supply; (2) clarifying that the first priority for power production is limited to uses that meet contingency planning provisions; and (3) encouraging the treatment and reuse of water for non-consumptive uses.
