This bill, the Pony Up Act, requires the United States Postal Service (USPS) to reimburse citizens for any fees or penalties they are assessed for the late payment of bills that were delayed in the mail. The bill defines "delivered late" as when a bill or notice is received by USPS at least 12 days before the due date but delivered less than 6 days before the due date, or when a payment is received by USPS at least 5 days before the due date but delivered after the due date. USPS must establish a process for citizens to apply for these reimbursements, and citizens can appeal USPS's decisions to the Judicial Officer. The bill also requires USPS to submit annual reports on mail delivery delays, including comparisons between mail sent under USPS agreements and other mail, as well as an audit by the USPS Inspector General on whether USPS prioritizes the delivery of mail sent under agreements.
