AN ACT concerning education; relating to literacy; establishing the Kansas blueprint for literacy; creating a literacy advisory committee; directing the state board of regents to appoint a director of literacy education and develop a comprehensive assessment system for school districts; requiring the state board of regents and the state board of education to collaborate on a literacy micro-credential and professional development; authorizing the state board of regents to recommend diagnostic and formative literacy assessments; authorizing university presidents and deans of education oversight over postsecondary literacy courses; requiring a plan to establish centers of excellence in reading. WHEREAS, Kansas is experiencing unprecedented economic growth. By the year 2030, Kansas will add 54,000 new jobs, 80% of which will require a bachelor's degree or higher. At the same time, the state is at a crucial moment where a comprehensive approach to equipping Kansas educators with training in the science of reading, structured literacy and literacy screening and assessment tools is essential; and WHEREAS, It is imperative that we leverage our strengths and ensure we lead the nation in producing highly literate talent to lead our communities and state forward; and WHEREAS, Making literacy a priority is without a doubt one of the most important and impactful investments that we can make to help families, support businesses and continue to advance economic prosperity for all Kansans.
