This bill revises the Statewide site improvement standards for residential developments by adjusting the number of required parking spaces based on their proximity to public transportation. Specifically, it mandates the elimination of off-street parking requirements for new residential developments located within a half-mile of a rail passenger service station, which refers to train services operated by the New Jersey Transit Corporation. Furthermore, it reduces the required parking spaces by 50% for developments within a half-mile of public transportation service, which includes rail, motorbus regular route service (bus routes), and ferry passenger service terminals, or within a half-mile of a roadway in a municipality with at least five motorbus regular routes or 15 roadside bus stops. A 30% reduction in parking spaces will apply to developments situated between one-half mile and one mile of these public transportation options. These changes are intended to encourage the use of public transit by making it easier for residents to live with fewer parking spaces when they are close to transit options.
