This bill aims to improve patient cost, benefit, and coverage information, as well as choice and price transparency. It requires health plans and pharmacy benefit managers (PBMs) to provide enrollees, their prescribing practitioners, or their personal representatives with current, real-time information on the cost, covered alternatives, and any utilization management requirements for prescription drugs covered under the enrollee's health plan. The bill also prohibits health plans and PBMs from restricting or discouraging the sharing of this information or from penalizing prescribers for discussing lower-cost or clinically appropriate alternatives with patients. Additionally, the bill allows for negotiated reimbursement of fees charged for data access.
