This bill: - Facilitates oil and gas exploration and production leases on state-owned land, including expanding the commissioner's authority to issue leases for gas and oil extraction. - Requires the adoption of rules by various state agencies, using an expedited rulemaking process, to establish a regulatory framework for gas and oil production, including provisions related to air emissions, water management, drilling, and well siting and abandonment. - Authorizes the commissioner of natural resources to enter into leases for gas or oil exploration and production, with specific requirements for lease terms, fees, royalties, and financial assurances. - Establishes a Gas Production Technical Advisory Committee to develop recommendations for a temporary regulatory framework to govern gas and oil production permitting until the new rules are adopted. - Requires the commissioner of natural resources to prepare a report on geologic carbon sequestration opportunities and recommendations for related statutory and policy changes. - Appropriates funds from the minerals management account in the natural resources fund to the commissioner of natural resources for the advisory committee, rulemaking, and the carbon sequestration report.
