This bill, the NASA Streamlining Partnerships for Research and Education for Engineering and Science Act (NASA SPREES Act), amends the existing law to authorize the transfer of funds from other federal agencies to NASA for scientific or engineering research or education. Specifically, the bill allows funds available to any federal department or agency for these purposes to be transferred to NASA, subject to the approval of the head of the department or agency. The bill requires NASA to include information on these fund transfers in its annual budget justification materials to Congress, and to submit a report within three years on the value and implementation of this new authority.
