Additionally, the bill mandates full tuition and fee refunds for withdrawn courses and prorated refunds for room and board. The legislation defines a "service member" as someone serving in Reserve components, National Guard, or on active military duty, and a "dependent" as the child or spouse of a service member. The act will take effect immediately and apply to the first full academic year following its enactment.
