This bill amends existing Idaho law to revise provisions regarding the legislative policy on highway-related expenditures. The key changes are: 1) It renames the "state highway account" to the "highway distribution account," which receives all highway-user revenues and ad valorem levies to be spent on the operations, administration, maintenance, construction, and development of bridges and highways that primarily benefit motor vehicles in local highway jurisdictions. 2) It adds a new certification requirement for the governing units (e.g., counties, highway districts, cities) receiving and expending these dedicated funds.
