Bill Summary

A BILL To require the National Institute of Standards and Technology to establish task forces to facilitate and inform the development of technical standards and guidelines relating to the identification of content created by generative artificial intelligence, to ensure that audio or visual content created or substantially modified by generative artificial intelligence includes a disclosure acknowledging the generative artificial intelligence origin of such content, and for other purposes.

AI Summary

This bill aims to address the growing issue of "deepfakes" - convincing audio, visual, or text content created using generative artificial intelligence (AI) technology. The key provisions of the bill are: 1. It requires the National Institute of Standards and Technology to establish task forces to develop technical standards and guidelines for identifying and labeling content created or substantially modified by generative AI, including through the use of content provenance metadata, watermarking, and digital fingerprinting. 2. It requires providers of generative AI applications to ensure that any audio or visual content created or modified by their applications includes a machine-readable disclosure acknowledging the generative AI origin of the content, and to collaborate with online platform providers to assist in identifying and accessing this information. 3. It requires providers of covered online platforms (those with at least $50 million in annual revenue or 25 million monthly active users) to clearly and conspicuously display the disclosure information provided by generative AI application providers. 4. It authorizes the Federal Trade Commission to promulgate regulations and enforce these requirements, treating violations as unfair or deceptive acts or practices. The overall goal of the bill is to help consumers better distinguish content created by generative AI from authentic content, in order to protect them from deception, safeguard national security, and maintain an informed electorate.
