This bill, the Farm Transitions Act of 2024, amends the Agriculture Improvement Act of 2018 to reauthorize the Commission on Farm Transitions-Needs for 2050. The bill requires the Secretary of Agriculture to establish the Commission within 60 days of the bill's enactment. The Commission is tasked with studying and making recommendations on various aspects of farm transitions, including access to affordable and timely credit, apprenticeships and training programs, state and federal policies that facilitate or impede farm transitions, heirs' property and land succession, barriers faced by historically underserved and women farmers, and leasing and ownership trends, including by foreign entities. The bill extends the Commission's reporting deadline from 1 year to 2 years after the bill's enactment and reauthorizes the Commission's operations through 2028.
