This bill, the EARLY Minds Act (Early Action and Responsiveness Lifts Youth Minds Act), aims to amend the Public Health Service Act to provide for prevention and early intervention services under the Block Grants for Community Mental Health Services program. Specifically, it allows states to use up to 5% of their grant funding to support evidence-based prevention and early intervention strategies and programs for mental illness and behavioral problems, including for children and adolescents, regardless of whether they have a serious mental illness or serious emotional disturbance. The bill also requires the Secretary to report to Congress every two years on the prevention and early intervention activities pursued by states under this program, including information on the population served, outcomes, and the impact on access to mental and behavioral health care.
