This bill amends existing laws related to annual lists and manufacturing corporations. The key provisions are: (1) if the commissioner fails to forward the list of manufacturing corporations to a board of assessors before July 1 of a fiscal year, any classification of a corporation as a manufacturing corporation will not affect the assessment of machinery used in the conduct of business until the next fiscal year; and (2) any corporation that first files an application with the commissioner seeking classification as a manufacturing corporation prior to or during January of the calendar year for which it seeks such classification, as well as any other corporation, shall be included in the list of manufacturing corporations.
