This bill amends the Multiple Dwelling Law to require that tenants in buildings with submetered utilities receive a rent reduction equal to the amount they are responsible for paying for those utilities, which were previously included in their rent. The bill also directs the Division of Housing and Community Renewal (DHCR) to review the standard and actual rent reductions for submetered properties, require increases where necessary, and develop a process for tenants to appeal their rent reduction if it does not accurately reflect the amount they are required to pay for submetered utilities.
