This bill: - Makes supplemental appropriations to the Department of Employment and Economic Development (DEED) for business and community development, employment and training programs, and vocational rehabilitation. Funding is provided for various workforce development initiatives, small business assistance, and other economic development programs. - Establishes the Center for Nursing Equity and Excellence within the University of Minnesota to address nursing workforce needs, including issues of health equity, recruitment, retention, and utilization of nursing workforce resources. - Creates a Shakopee area workforce development scholarship pilot program to provide tuition assistance for students enrolling in high-demand programs at Minnesota State Colleges and Universities. - Allows the city of Brooklyn Park to establish a biotech innovation district and provides special powers and requirements for developing and implementing a plan for the district. - Transfers funds from the general fund to several new accounts for economic development and climate-related initiatives. - Makes various policy changes related to occupational licensing, the state dislocated worker program, the job creation fund, and the film production jobs and credit programs. The bill aims to support job creation, economic development, workforce training, and small business assistance across Minnesota.
