This bill requires the Minnesota Commissioner of Public Safety to develop a plan by February 1, 2025, for the implementation of digital drivers' licenses and identification cards. The plan must include an overview of the project, analysis of how other states have implemented digital credentials, security and privacy measures, technical standards, integration with mobile device digital wallets, risk assessment, fiscal impact evaluation, and necessary statutory changes. The bill also appropriates $ from the driver and vehicle services operating account to the Commissioner to develop the implementation plan.
