This bill, known as the "public renewables transparency act," amends the Public Authorities Law to enhance the transparency and public engagement process of the New York Power Authority's (NYPA) renewable energy generation strategic plan. Key provisions include: 1) Requiring NYPA to provide a public report on the development and implementation of its renewable energy strategic plan at each board of trustees meeting, and to publish the basis of its conferral report, including notes from the conferral meetings. 2) Increasing the number of public hearings on the draft strategic plan from 3 to 6, and requiring NYPA to provide an option for stakeholders to submit comments remotely, with feedback to be incorporated into the final plan. 3) The amendments made by this bill are subject to the expiration and reversion of the existing law in 2024, at which point the revised provisions would take effect.
