This bill: - Appropriates funds for the Department for the Blind, Department of Education, and State Board of Regents, including for general administration, career and technical education, public broadcasting, school food service, birth-to-age-three services, early head start projects, student achievement and teacher quality programs, statewide student assessments, work-based learning initiatives, community college funding, and more. - Modifies provisions related to compulsory education, including requiring school districts to adopt attendance policies with specific requirements for addressing chronic absenteeism. - Modifies open enrollment provisions, including deadlines, good cause exceptions, and allowing districts to prohibit open enrollment for truant students. - Prohibits public colleges and universities from establishing diversity, equity, and inclusion offices or expending funds on related efforts, with some exceptions. - Extends the Iowa Dyslexia Board's sunset date from 2025 to 2027. - Allows the School Budget Review Committee to provide supplemental aid or a modified supplemental amount to school districts with high percentages of open enrolled students, subject to certain limitations.
