Pardons and Paroles Board; allow inmates to participate in parole hearing virtually

This bill allows inmates to participate in their parole hearings virtually, using video conferencing or similar communication equipment. The inmate will be able to see and hear the Parole Board members, but will not be able to see, hear, or interact with victims, victims' families, or crime victim advocates who attend the hearing. If the electronic communications fail or are interrupted during the hearing, the hearing will be suspended until the communication is reestablished. The inmate may also waive their right to participate virtually. The bill will become effective on October 1, 2024.
