This bill makes various changes to public assistance benefits programs in Ohio. It requires the Department of Job and Family Services to update their systems to track and audit caseworker determinations and provide training on improper determinations. The bill also restricts the state's ability to request waivers from federal work requirements for the Supplemental Nutrition Assistance Program (SNAP), and requires the state to implement a provision to hold noncustodial parents accountable for child support as a condition of SNAP participation. Additionally, the bill imposes new reporting requirements on the Department of Job and Family Services regarding SNAP account balances, out-of-state transactions, and errors and fraud in public assistance programs. Finally, the bill places limitations on the Department of Medicaid's ability to conduct post-enrollment eligibility verification and accept self-attestation of income or other insurance coverage.
