This bill amends the South Carolina Code of Laws to prohibit the intentional emission of any air contaminants, chemicals, or other substances within the state with the purpose of affecting temperature, weather, or sunlight intensity. This is aimed at addressing concerns around potential geoengineering experiments that may be conducted by the federal government or other entities within South Carolina. The bill gives the Department of Health and Environmental Control (and later the Department of Environmental Services) the responsibility of monitoring and regulating these activities to protect public health and welfare while not impeding other authorized activities.
