This bill appropriates $250,000 from the general fund to the Minnesota Department of Education for the fiscal year 2025 to provide a grant to the St. Paul Foundation for the Rally to Read program. The grant funds must be distributed on a competitive basis to organizations that have the capacity and expertise to be a Rally to Read community reading coalition. The funds are to be used to support community reading coalitions across the state that work towards making Minnesota the state with the highest reading proficiency scores and the fewest inequities. The grant requires a one-to-one match with private funds, and the appropriation is available until June 30, 2027.
