Bill Summary

This bill requires the New Jersey Transit Corporation (corporation) to respond by electronic mail to any written comment provided by a member of the public concerning a proposed fare increase for, or substantial curtailment or abandonment of, any motorbus regular route service or rail passenger service that is received by the corporation at the corporation's electronic mailing address. Under current law, before implementing the substantial curtailment or abandonment of rail passenger services, the corporation is required to hold at least two public hearings in the area affected, as close as possible to the highest trafficked stop on the route and before implementing the substantial curtailment or abandonment of motor bus regular route service, the corporation is required to hold at least one public hearing in the area affected as close as possible to the highest trafficked station on the route. Additionally, before implementing any fare increase for any motorbus regular route or rail passenger services, the corporation is required to hold at least 10 public hearings throughout the State. In addition to the public hearing requirements, current law requires the corporation to post, in prominent places on the railroad cars and buses serving the routes to be affected, a postal mailing address and electronic mailing address where members of the public may provide written comments to the corporation regarding the proposed fare increase or substantial curtailment or abandonment of service. Under current law, the corporation is required to prepare and publish a written response concerning any issue or concern raised by a member of the public at any public hearing or in any written comment received by the corporation. This bill requires the corporation to respond by electronic mail to any written comment provided by a member of the public that is received by the corporation at the corporation's electronic mailing address for the submission of comments regarding a proposed fare increase or the substantial curtailment or abandonment of service.received at NJT's electronic mailing address concerning fare increases or substantial curtailment or abandonment of service.
