This bill requires the Department of Workforce Development (DWD) to conduct a study on the creation of a job guarantee and full employment grant program. Under the proposed program, DWD and municipalities would provide grants to public and nonprofit employers in the "care economy" to create and offer guaranteed jobs in positions covered by a collective bargaining unit. The eligible participants would include individuals between 18-24 years old, individuals with disabilities, heads of households with incomes at or below 150% of the federal poverty line, long-term unemployed individuals, and individuals who were previously incarcerated. The bill also requires DWD to submit a report with its findings and recommendations within 18 months of the bill's effective date. Additionally, the bill provides a $250,000 appropriation to DWD to conduct the study and create the report.
