Bill Summary

This bill permits emergency medical technicians (EMTs) to administer epinephrine using a needle and syringe that is not prefilled. Under the bill, in addition to an EMT's authorization to administer epinephrine using a pre-filled epinephrine auto-injector mechanism pursuant to P.L.2003, c.1 (C.26:2K-47.1 et al.), an EMT is to be permitted to administer epinephrine using a needle and syringe that is not prefilled. The bill provides that the Commissioner of Health (commissioner) is to establish written standards and application procedures which an EMT is to meet in order to obtain certification to administer epinephrine using a needle and syringe that is not prefilled. The commissioner is to certify a candidate who (1) provides evidence of satisfactory completion of an educational program which is approved by the commissioner and includes training in the administration of epinephrine using a needle and syringe that is not prefilled; and (2) passes an examination in the administration of epinephrine using a needle and syringe that is not prefilled, as approved by the commissioner.

AI Summary

This bill allows emergency medical technicians (EMTs), who are trained individuals certified to provide basic life support, to administer epinephrine, a medication used to treat severe allergic reactions, using a standard needle and syringe, in addition to the pre-filled auto-injectors they are already authorized to use. To do this, EMTs must be certified by the Commissioner of Health, who will establish specific standards and application procedures. This certification requires completing an approved educational program that includes training on administering epinephrine with a needle and syringe, and passing a related examination. The Commissioner will maintain a public registry of these certified EMTs and compile an annual list of them. The bill also allows for fees to be charged for the training and testing if the training provider is not reimbursed from a specific fund.
