This bill, the "NO LIMITS Act of 2024," aims to impose sanctions on entities in China that provide material support to Russia's defense and military sectors, or are involved in the evasion of U.S. export controls and sanctions. The bill requires the President to sanction Chinese military companies and certain automobile exporters operating in Russia. It also gives the President broader authorities to sanction Chinese entities engaged in malicious cyber activities, dual-use technology production, or facilitating the evasion of U.S. export controls and sanctions. Additionally, the bill directs the Secretary of the Treasury, in consultation with other agencies, to determine whether certain Chinese arms manufacturers meet the criteria for sanctions due to their overseas weapons sales. Finally, the bill amends the Export Control Reform Act to require licenses for the export of certain technology items to China, establishing a rebuttable presumption of denial, due to concerns about the diversion of these items to Russia.
