This bill, the Energizing Our Communities Act, establishes the Community Economic Development Transmission Fund to support communities that host transmission lines. The fund will be administered by the Secretary of Energy and will be funded by a portion of the interest charged on certain energy-related federal loans. Host communities, which can include local governments or Indian Tribes, can use up to 80% of the funds received for community support, such as improving infrastructure, expanding access to broadband and technology, and supporting workforce training programs. At least 20% of the funds must be used for conservation, stewardship, and recreation purposes, such as restoring wildlife habitats, creating new outdoor recreation facilities, and implementing nature-based climate solutions. The bill also requires the Secretary to report on the operation of the fund annually and provide initial coverage of the relevant Department of Energy loan programs.
