This bill: Requires the EPA Administrator to conduct a study on the existing and planned expansion of the plastics industry, including its environmental, public health, and environmental justice impacts. It also establishes a temporary pause on the issuance of new permits for certain plastics facilities, and directs the EPA to promulgate new rules related to air and water pollution standards, monitoring, and environmental justice considerations for these facilities. The bill further requires the EPA to list discarded polyvinyl chloride as a hazardous waste, and makes amendments to the Clean Air Act and the Clean Water Act to mandate consideration of cumulative impacts for permitting decisions related to major plastics facilities. Additionally, the bill sets national targets for source reduction, reuse, and refill of single-use plastic packaging and food service products, and creates a grant program to support reuse and refill projects. It also directs various studies related to microplastics, and requires the USDA to support alternatives to plastic weed barriers and provide grants to reduce single-use plastics in agricultural product packaging.
