This bill aims to modernize emergency medical services (EMS) oversight in Massachusetts. It makes the following key changes: 1. Requires the EMS regional councils to include guidelines for clear and streamlined communication between the councils and the Department of Public Health (the Department). 2. Mandates that each regional EMS council prepare and submit an annual plan to the Department and the Board of Registration of Emergency Medical Technicians outlining their efforts to meet their roles and responsibilities, including a trauma plan. 3. Allows the Department to amend regional EMS council contracts based on the submitted regional EMS plans. 4. Requires the Department to establish and implement procedures for handling complaints about certified, licensed, or approved EMS personnel, and to make the complaint process publicly available. 5. Directs the Department to study and make recommendations for permanent funding sources to support the Office of Emergency Medical Services, the regional councils, and central medical emergency direction centers. 6. Establishes an Emergency Medical Services Peer Licensure Advisory Committee to advise the Department on the complaint resolution process and disciplinary actions for EMS personnel.
