This bill creates the Black Leadership Advisory Council, which will be responsible for developing and recommending policies and actions to the Governor to address discrimination and racial inequity in various areas, including healthcare, housing, education, and economic opportunity. The Council will be composed of 15 members appointed by the Governor, who must represent Black leadership in various fields. The Council will also serve as a resource for community groups, promote the cultural arts in the Black community, and provide annual reports to the Governor on its activities and recommendations. The Department of Labor and Economic Opportunity will provide staff support to the Council, but the Council will exercise its powers and duties independently, except for budget, procurement, and management functions.
