This bill amends the Public School Code of 1949 to provide educational opportunities for foster and adopted children in the State System of Higher Education. Specifically, the bill requires institutions to provide a "fostering independence waiver" for eligible nonresident students who were in foster care at age 16 or older, or exited foster care to adoption or permanent legal custody. The waiver covers the cost of tuition and mandatory fees after subtracting any federal or state grants or scholarships the student receives. The waiver is available for up to 5 years or until the student reaches age 26, whichever comes first. Institutions must report annually on the number of students receiving the waiver.
