This bill establishes the Performance-based Funding Council to develop a new system to distribute funding to the State-related universities (The Pennsylvania State University, the University of Pittsburgh, and Temple University). The system will utilize performance-based metrics designed to increase degree attainment, encourage affordability in higher education, meet workforce needs, and grow the economy. The council will have voting and non-voting members, and will be required to transmit recommendations for the new funding system to the Governor, Department of Education, and General Assembly by April 30, 2025. If the council fails to do so, the Pennsylvania Higher Education Assistance Agency will develop a default funding system utilizing certain prescribed metrics. The bill also requires public institutions of higher education to report various data to the Department of Education to support the council's work.
