This bill proposes to enact the Pay Act for fiscal years 2025 and 2026. It fully funds the first and second years of the collective bargaining agreements between the State and the Vermont State Employees' Association and the Vermont Troopers' Association, which provide average step increases of 1.9% and across-the-board increases of 4.5% in FY2025 and 1.9% and 3.5% in FY2026. The bill also allows the Executive, Judicial, and Legislative Branches to extend these pay increases to employees not covered by the bargaining agreements. Additionally, the bill adjusts the salaries of various state officials, judges, sheriffs, and state's attorneys for FY2025 and FY2026. Appropriations are provided from the General Fund, Transportation Fund, and other sources to fund these pay increases.
