This bill requires the commissioner of education to establish uniform statewide protocols for diapering and toileting of students in public schools. The protocols must include requiring schools to provide safe and accessible facilities, proper equipment and supplies, and define basic procedures to promote a safe and healthy environment. The bill applies to school districts, public schools, boards of cooperative educational services, special act school districts, approved private schools for students with disabilities, and state-supported schools. The bill will take effect 18 months after it becomes law, but the commissioner is authorized to make any necessary rules and regulations prior to the effective date.
