This bill enacts the "Housing is a Human Right Act" in New York state. It establishes a new position of the "New York State Affordable Housing Czar" within the Division of Housing to advocate for and oversee the state's housing initiatives. The Czar will create a centralized office to work with stakeholders, tenants, landlords, and developers to develop an integrated state housing plan, ensure existing housing is utilized to prevent homelessness, and ensure residents have access to affordable housing. The bill also establishes a volunteer task force of 10 members to provide recommendations to the legislature on affordable housing in New York within one year of its formation.
