This Resolution directs the Legislative Budget and Finance Committee to conduct a comprehensive study and issue a report on the financial stability of Pennsylvania's court system and its increasing reliance on fines and fees for funding. The study will examine how other states fund their courts, the historical reasons for using fines and fees, and the impact of this funding model on different socioeconomic groups, including the costs associated with collecting these payments and the collateral consequences for individuals who cannot afford them. The committee is also instructed to consult with other states and relevant organizations to gather information and will be required to submit its findings and recommendations to key legislative committees within 18 months.
