This bill requires the State Human Resources Commission to adopt rules and policies to provide paid leave for pregnancy loss to full-time and part-time state employees, including those in state agencies, public schools, and community colleges. The bill defines "pregnancy loss" to include miscarriage, unsuccessful fertility treatments, failed adoption or surrogacy arrangements, and other events that impact pregnancy or fertility. The bill mandates a minimum of 56 hours of paid leave for pregnancy loss, which is available without exhausting the employee's sick and vacation leave. The bill also appropriates $1.8 million from the General Fund to the Reserve for Compensation Increases to fund the paid leave for pregnancy loss, effective July 1, 2024.
